AGENDA 

GOALS

After participating in this intensive workshop, participants will be able to:

  • Appreciate the ways in which administrative data can be used to answer policy questions,
  • Use State administrative data to enhance analyses and support policy makers,
  • Establish connections and build relationships between data analysts and policy leaders at the State level, and
  • Explore further and make use of relevant AHRQ tools.

Using Administrative Data to Answer Policy Questions (Alan Weil / Jill Rosenthal)

  • Presentation about the range of uses for administrative data in State-based policy analysis

10:00–10:15

10:15–11:45

Administrative Data and AHRQ Tools (Anne Elixhauser and AHRQ Team)

  • Overview of the types of administrative data
  • Presentation on AHRQ tools (HCUPnet, EQuIP, and Preventable Hospitalization Costs: A County-Level Mapping Tool)
11:45-12:45 LUNCH (provided)
12:45–1:45

Using AHRQ Tools with State Data (Anne Elixhauser and the AHRQ team)

  • Application of national and regional benchmarks for comparison to State data
  • Demonstration of how AHRQ tools presented can be used with State administrative data
1:45–2:30

Administrative Data & Tools – Group Walkthrough (Anne Elixhauser and the AHRQ team)

  • AHRQ team walks entire group through 2-3 topic areas and applications for administrative data using AHRQ tools

2:45 – 4:00

Reactor Panel and Discussion

  • Reactor Panel & Discussion: How have participating States used administrative data and AHRQ tools; what questions do they have, and what challenges have they faced?
4:00 – 5:00

State Teams Breakout

  • State teams work in small groups on a chosen administrative data and policy application, working within a template to guide their discussion
  • Activity may be continued after formal conclusion of Day 1 as “homework” in preparation for Day 2 of workshop
FRIDAY, DECEMBER 5
8:30-9:30

State Teams Regroup (Breakfast provided)

  • State teams regroup to finish discussions from Day 1 about their specific policy applications of administrative data
9:30-11:00

State Presentations

  • States present results of work completing the template on Day 1
  • States raise any questions they have for AHRQ staff and for other States
11:00-11:15 BREAK
11:15-12:00

Lessons Learned, Next Steps in the State (Alison Rein)

  • Discussion of how States can continue to work on these applications when they return home.
12:00-1:30

  • Tool Q & A with Anne Elixhauser: what questions and technical assistance needs remain.
