This project is funded under the Robert Wood Johnson Foundation’s research program, “Health Data for Action (HD4A),” which makes valuable data from unique data owners available to researchers to answer important research questions. The goal of the study is to examine medical and social services use among individuals with intellectual and developmental disabilities (IDD) enrolled in Section 1915 home and community-based services (HCBS) waivers, as well as the relationship between paid caregiving and services use by the primary beneficiary. Using T-MSIS TAF data, the study seeks to systematically describe HCBS waivers that serve people with IDD in 15 states as a necessary first step to enable analysis of policy structures that may facilitate access to high quality services; to describe prevalence rates of specific clinical conditions among those with IDD and document utilization rates for both medical and social service use; to examine associations between IDD, service use, and policy- and individual-level factors; and to examine associations between paid family caregiving and service use disparities across and within states. Statistical modeling will be utilized to explore associations between state policy structures and medical and social services use. Deliverables will include a project work plan and final narrative. The researchers will also produce paper(s) suitable for publication and present findings at national research meetings and to other stakeholder audiences as appropriate, including policymakers at the federal, state, and local levels and other key stakeholders, as part of the deliverables for this grant.
