This project is funded under the Robert Wood Johnson Foundation’s research program, “Health Data for Action (HD4A),” which makes valuable data from unique data owners available to researchers to answer important research questions. The UMBC team will utilize the Virginia All-Payer Claims Data to answer the following questions: what happens to YASHCN (Young Adults with Special HealthCare Needs) when they age out of public insurance and how does this transition differ for states with Medicaid expansion programs? They will employ the Maternal and Child Health Bureau (MCHB)'s standardized screener to identify transition aged YASHCN. They will then describe the demographic breakdown of a transitioning YASHCN in terms of race, gender, and medical complexity. Further, they will look at two YASHCN longitudinal cohorts: the pre-expansion group (individuals in 2016 who will age out in 2017) and the post-expansion group (individuals in 2017 who will age out in 2018). Deliverables will include a project work plan and final narrative. The researchers will also produce papers suitable for publication and present findings at national research meetings and to other stakeholder audiences as appropriate, including policymakers at the federal, state, and local levels and other key stakeholders, as part of the deliverables for this grant.
