Dr. Luan earned her Ph.D. in evaluative clinical sciences from Dartmouth College. She has an extensive background in clinical quality improvement within the Department of Defense Military Health System (MHS) and the Veterans Administration (VA). Currently she is the Scientific Director of the Health Service Research Program that seeks to build research capacity within the Uniformed Services University (USU) and the MHS in support of clinical quality, safety and evidence-based care. She is linking multiple databases to answer the questions that assist in shaping care within the MHS. Her goal is to help to translate and disseminate research on the Military Health System to the frontlines delivering care by engaging them in the research process. Dr. Luan also leads working groups integrating education, training and research into clinical care through the formation of the National Capital Region Academic Health System. Additionally, she is engaged in policy, education and training programs in both health services administration and global public health through teaching at USU and having developed training to support medical personnel engaged in military stability operations and health security with the USG Interagency.
