Elle Pope is a health services researcher committed to closing the evidence-to-policy gap by equipping policymakers with actionable research to support the implementation of evidence-based interventions. Her work focuses on state-level policies that shape the delivery and financing of substance use disorder care—particularly those involving provider scope of practice, reimbursement, and regulatory authority. Elle earned her PhD from the University of Maryland and MPH from Boston University. She has held fellowships with the U.S. Senate Finance Committee, the Agency for Healthcare Research and Quality, and the Veterans Health Administration, where she completed a postdoctoral fellowship in dissemination and implementation science. Elle is currently a Postdoctoral Fellow at the University of California, Los Angeles, where she contributes to multiple policy dissemination and implementation studies aimed at expanding access to evidence-based substance use disorder treatment and services. She is deeply passionate about reducing barriers across the care spectrum for individuals with substance use disorders.
