Frank Caporusso is executive vice president, chief operating officer at Blue Shield of California, a nonprofit health plan with more than $28 billion in annual revenue, serving nearly 6 million members in the state’s commercial, individual, and government markets.
In this role, he leads enterprise operations and drives strategies that advance Blue Shield’s mission and long-term transformation agenda. He is responsible for strengthening operational performance and fostering innovation across the organization, with a focus on improving health outcomes and making healthcare more affordable for the people Blue Shield serves.
Caporusso has more than 20 years of experience in healthcare operations, risk management, and clinical outcomes. Throughout his career, he has helped organizations leverage digital health solutions and value-based care models to transform the member and provider experience across a diverse national healthcare landscape.
Known for his collaborative leadership style, Caporusso has a proven track record of building high-performing teams, driving organizational change, and forging strategic partnerships across the healthcare ecosystem.
Prior to joining Blue Shield of California, Caporusso served as executive vice president for Client Services at Everise, an award-winning healthcare customer experience company. Prior to that, he held senior leadership roles at UnitedHealth Group, where he focused on market development, strategy, product, and operations.
Frank earned his bachelor's degree in economics from Clemson University.
