Julie Goon is the senior vice president of Public Affairs for Anthem, Inc., one of the nation’s leading health benefits companies. She is responsible for leading Anthem’s state and federal government relations activities, issue management and policy development, regulatory affairs, the company’s relationships with industry, state, and national associations and the Anthem Foundation.
Ms. Goon has held a number of senior positions in the federal government and in the private sector. Most recently, she served as deputy director of Health Policy for the U.S. House of Representatives Energy and Commerce Committee, where she developed and managed committee strategy surrounding the Affordable Care Act, and Medicaid and Medicare reform. Prior to joining the Energy and Commerce Committee, Ms. Goon worked for General Electric (GE) as the director of Global Government and NGO Strategy for GE’s healthymagination initiative.
She served as special assistant to President George W. Bush for economic policy at the National Economic Council (NEC) from 2006 to 2009 where her portfolio included Medicare, Medicaid, and the CHIP program and tax issues related to health care. Ms. Goon joined the NEC after serving as director of Medicare Outreach and senior advisor to the Secretary of Health and Human Services for the U.S. Department of Health and Human Services from 2004 to 2006.
Prior to her federal service, Ms. Goon worked in the health insurance sector as senior vice president of Government Affairs at America’s Health Insurance Plans (AHIP) for 10 years. She joined AHIP after eight years with Humana, Inc., during which time she opened the Humana Washington, D.C., office. She is a graduate of Colorado State University with an honors degree in history.
