Dr. Rebecca Musyoki is a seasoned pharmacist and public health professional with over a decade of experience in health systems strengthening, health financing, policy, and strategic partnerships. She holds an MBA in Healthcare Management from Strathmore University Business School and a Bachelor of Pharmacy degree from the University of Nairobi. She also holds certifications from the University of Washington in Leadership and Management and Policy Development and Advocacy for Global Health.
She currently serves as the Head of Health Financing at Ministry of Health - Nairobi City County, Kenya where she leads initiatives to strengthen financial governance, resource mobilization, and efficient utilization of health resources towards Universal Health Coverage (UHC). Previously, she served as Deputy Head of Strategic Partnerships, where she played a key role in development of the County Partnership Engagement Framework, expanding and formalizing collaborations with strategic partners.
She has served as Technical Advisor in the Office of the County Health Minister and as a member of the Sub-regional Health Management Teams, giving her broad experience across policy, management, and service delivery levels. Dr. Musyoki co-chaired and led fund raising for the 1st & 2nd Nairobi Health Scientific Conference in 2024 & 2025 respectively, a flagship platform she co-conceptualized to advance evidence-informed policy and practice in Public Health. She has led, supported, and documented health financing and governance reforms aimed at improving access, equity, and quality of healthcare services, with a particular focus on strengthening primary healthcare systems, including Kenya’s 2023 health financing reforms.
Her work includes advancing innovative financing approaches, strengthening strategic partnerships, and supporting policy implementation within Nairobi City County’s health sector. She serves on several high-level committees, including the Kenya National Health Financing Technical Working Group, Nairobi County MoU Review Committee, Research and Ethics Committee, and Budget Implementation Committee. She is currently part of Kenya’s Global Fund Cycle 8 Writing Team – Resilient & Sustainable Systems for Health (RSSH – Health Financing Module). Her professional interests focus on primary healthcare financing, health products and technologies (HPTs), and innovative, sustainable financing models for resilient health systems.
