Dr. Neuhausen is a board-certified family physician and the Senior Medical Director of UnitedHealthcare Community and State, which provides health care coverage to over 7 million Medicaid members in 30 states.  She is responsible for driving clinical innovation with a focus on strategies to address the opioid crisis and increase access to high quality addiction treatment.  

Dr. Neuhausen was previously the Chief Medical Officer of Virginia Medicaid, which serves over 1.6 million low-income Virginians. She led the development of the Addiction and Recovery Treatment Services (ARTS) program, increasingly recognized as a national model for integrating evidence-based addiction treatment into Medicaid Managed Care, as well as the implementations of the CDC Opioid Prescribing Guideline, a new Pharmacy Benefit Manager solution and Common Core Formulary, and a state-wide Emergency Department Care Coordination program.

Dr. Neuhausen’s professional focus is on the integration of care to improve patient outcomes and decrease costs, especially for complex individuals with comorbid chronic medical illness, behavioral health conditions and social needs. As the Director of the Integrated Care Initiative for Virginia’s State Innovation Model design award from the Center for Medicare and Medicaid Innovation, she developed statewide models integrating behavioral health with primary care.  Dr. Neuhausen also served as a fellow at the Centers for Medicare and Medicaid Services, advising the Center for Medicaid and CHIP Services on delivery system reform and health care innovation to address the needs of high-cost “super-utilizer” patients.  As a Clinical Assistant Professor in the Department of Family Medicine and Population Health at Virginia Commonwealth University, she co-authored peer-reviewed publications and posters on the outcomes of the ARTS program, interventions for “super-utilizers,” and the experiences of people living with addiction and mental illness.  She has provided comprehensive primary care at safety-net clinics in Richmond, Los Angeles, San Francisco, and Atlanta.

Dr. Neuhausen was a Robert Wood Johnson Foundation Clinical Scholar at the University of California, Los Angeles and earned her Masters in Public Health degree from UCLA.  She completed her family medicine residency training at the University of San Francisco/San Francisco General Hospital and received her medical degree from Emory University.  She obtained her undergraduate degree from the University of Virginia.
