Dr. Caldwell is Director of the Community Living Policy Center within the Lurie Institute for Disability Policy at Brandeis University. He has over 25 years of research and policy experience in the area of long-term services and supports for older adults and individuals with disabilities. His research has primarily focused on improving access to Medicaid Home and Community-Based Services, self-direction, and supports for family caregivers. He co-chaired the National Quality Forum Committee on HCBS Quality and is currently engaged in HCBS quality measure development. Since 2019, he has served as a non-federal appointed member of the RAISE Family Caregiver Council, which is developing a national strategy to support family caregivers. Prior to Brandeis, he was the Director of LTSS Policy at the National Council on Aging where he led a coalition of over 40 national aging and disability organizations that worked together to advance LTSS policy. As a former Joseph P. Kennedy Jr. Fellow, he worked for the Senate Health, Education, Labor, and Pensions (HELP) Committee during passage of the Affordable Care Act.
