Rochelle Ruffer, Ph.D. serves as the Tribal Health Data Project Director at the National Indian Health Board (NIHB). She serves many functions at NIHB including managing the data around insurance enrollment for American Indians/Alaska Natives (AI/AN). Rochelle earned her Ph.D. in Economics from the University of Wisconsin. Prior to joining NIHB in January 2022, Rochelle served as a faculty member for a total of 26 years at Ithaca College, Youngstown State University, and Nazareth College in Rochester, NY where she was the Associate Dean of the School of Business and Leadership before relocating to the Washington, DC area.

Rochelle Ruffer is a 2023 grantee of the Robert Wood Johnson Foundation’s Research in Transforming Health and Healthcare Systems program, managed by AcademyHealth.
