Frank Caporusso is senior vice president of Healthcare Quality and Affordability Operations at Blue Shield of California, a nonprofit health plan with more than $28 billion in annual revenue, serving nearly 6 million members in the state’s commercial, individual, and government markets. In this role, he enhances operational performance, drives innovation, and builds strategic partnerships to deliver impactful solutions within Blue Shield.
Caporusso brings more than 20 years of experience in risk management, clinical outcomes, and operational management to Blue Shield. His breadth of experience includes pioneering digital health strategies, developing value-based care models, and transforming member and provider experiences across a diverse national healthcare landscape.
A collaborative and results-oriented leader, Caporusso has a proven track record of building high-performing teams, driving organizational change, and forging strategic partnerships across the healthcare ecosystem.
Prior to joining Blue Shield of California, Caporusso served as executive vice president for Client Services at Everise, an award-winning healthcare customer experience company. Prior to that, he held senior leadership roles at UnitedHealth Group, where he focused on market development, strategy, product, and operations.
Frank earned his bachelor's degree in economics from Clemson University.
