Moira Forbes is a policy director at the Medicaid and CHIP Payment and Access Commission (MACPAC), where she oversees work on Medicaid financing and payment policy and has also contributed to analyses on state administrative capacity, program integrity, managed care, and delivery system reform. Previously, she served as director of the division of health and social service programs in the Office of Executive Program Information at HHS and as a vice president in the Medicaid practice at The Lewin Group. She has extensive experience with federal and state policy analysis, Medicaid program operations, and delivery system design. Ms. Forbes has a master of business administration from The George Washington University and a bachelor’s degree in Russian and political science from Bryn Mawr College.
