This project is funded as part of the Robert Wood Johnson Foundation’s “Research in Transforming Health and Health Care Systems” program, which seeks to build the evidence base on the potential effects of policies or policy changes intended to transform health. The goal of this project is to provide policymakers and stakeholders with timely evidence on the impact of personal responsibility provisions on vulnerable populations and the extent to which state evaluations can detect these consequences. The researchers will examine how personal responsibility provisions implemented under a Section 1115 demonstration waiver affect Medicaid enrollment, health outcomes, and health disparities in Indiana, and explore how states across the country are tracking this type of information. Specifically, the researchers will address the following questions: 1) Are vulnerable populations at greater risk of disenrollment due to personal responsibility provisions? 2) Does Medicaid disenrollment affect health care utilization differently by reason for disenrollment? 3) Do gaps exist in how states with personal responsibility requirements track enrollment, disenrollment, enrollee health outcomes, and potentially resulting disparities? Deliverables will include a project work plan and final narrative and financial reports. The grantee will also produce paper(s) suitable for publication and present findings at national research meetings and to other stakeholder audiences as appropriate, including policymakers at the federal, state, and local levels, as part of the deliverables for this grant.
