Jonathan I. Palisoc is a Ph.D. candidate in Health Services Organization & Policy (Economics Cognate) at the University of Michigan. His research focuses on Medicaid and state policy, health care financing, managed care, and access for high-need and underserved populations. His dissertation, “Essays in Medicaid and Low Income, At-Risk Populations,” explores structural barriers to healthcare access. Jonathan previously held roles at CMS, AHRQ, and the U.S. Department of Health and Human Services, where he led Medicaid budget and waiver policy. He has published and presented on Medicaid reforms, medical debt, and health equity, and is a recipient of the NAELA Foundation Research Award and a Rackham Merit Fellowship. Jonathan holds an MPP from UC Berkeley and a BS in Quantitative Economics from Cal Poly San Luis Obispo.
