Alison Mitchell is a Specialist in Health Care Financing with the Congressional Research Service focusing on both Medicaid and State Children’s Health Insurance Program (CHIP) issues. Her specific policy areas include Medicaid and CHIP financing, the Medicaid federal medical assistance percentage, Medicaid provider taxes, Medicaid disproportionate share hospital payments, the Patient Protection and Affordable Care Act Medicaid expansion, Medicaid managed care, and Medicaid in the territories. Prior to joining CRS, Alison Mitchell was a Budget Analyst for the U.S. House of Representatives' Committee on the Budget, a Senior Policy Analyst for the Maryland Department of Legislative Services, and a Legislative Deputy for a Los Angeles City Councilmember. She received her Bachelor’s degree from Boston University and her Master’s in Public Policy degree from George Washington University.
