Jennifer Edwards, Dr.P.H., M.H.S., is Vice President of IPRO’s Strategy Solutions Department and director of the Center for Program Evaluation which works with IPRO’s Medicaid clients seeking assistance in evaluating and designing innovative programs.  Dr. Edwards has conducted health policy research, program evaluation, and healthcare program implementation from positions in state governments, foundations, healthcare systems, and universities. Her thirty-year career  has aimed to make the healthcare system work better for vulnerable populations by addressing gaps in access, affordability, quality, and safety in the Medicare, Medicaid, and CHIP programs.  Dr. Edwards has written numerous publications on delivery system transformation and Medicaid and Medicare policy.
