Kathleen Noonan is the Chief Executive Officer of the Camden Coalition of Healthcare Providers, a coalition of health and social services providers, community partners, advocates and residents committed to elevating the health of patients facing the most complex medical and social challenges. Throughout her career, Kathleen has worked extensively at the intersection of health and social welfare issues.
Prior to joining the Coalition, Kathleen was founding codirector of PolicyLab at The Children’s Hospital of Philadelphia (CHOP), a research center aimed at ensuring that clinical research informed real-world health care and public health policy priorities and solutions for vulnerable children, their caregivers and families. She has served as faculty in the University of Pennsylvania Masters of Public Health Program, and as adjunct faculty in the University of Pennsylvania School of Medicine Division of Pediatrics. Kathleen has also served as a mediator and neutral advisor in public-impact class action lawsuits concerning health and human service programs. Prior to her tenure at PolicyLab, Kathleen had been a Clinical Associate Professor at the University of Wisconsin Law School, where she taught health law, and started and directed a Government Law Clinic; and a Senior Associate with Casey Strategic Consulting, the consulting arm of the Annie E. Casey Foundation. Earlier in her career, she practiced real estate law at the Boston firm of Hill & Barlow; served as a law clerk to United States District Judge Morris E. Lasker; and worked in public policy positions in New York City with the Citizens’ Committee for Children of New York, Inc., and Bank Street College of Education. She received her BA from Barnard College, and her law degree from Northeastern University School of Law.
