Kelly Edmiston is the Policy Research Manager in the Center for Insurance Policy & Research (CIPR) at the National Association of Insurance Commissioners (NAIC). There he conducts research and policy analysis on critical and emerging issues related to insurance and insurance regulation.
Kelly’s work covers a wide range of topics, but his primary areas of focus are health, healthcare, and health insurance; socioeconomic and demographic disparities in health and insurance; and investment finance. He also helps to lead, manage, and mentor several CIPR research staff. In addition to his CIPR/NAIC duties, Kelly is an adjunct faculty member in the Department of Economics at the University of Missouri (Columbia), where he teaches health economics and state and local public finance.
Kelly has published dozens of articles on a variety of topics in academic journals and books and has written over 100 policy reports over the course of his career. Prior to joining the CIPR/NAIC, Kelly spent a year at the University of Kansas School of Medicine (KUMC) for postdoctoral study and research. He was also a Research Associate and Adjunct Assistant Professor at KUMC. In the years prior, Kelly was a senior economist with the Federal Reserve and an Assistant Professor of Economics at Georgia State University. He has also worked extensively with the World Bank. Kelly holds a B.A. summa cum laude and a Ph.D. in economics from the University of Tennessee.
