Dr. Owens is a Senior Research Advisor in the Center for Financing, Access and Cost Trends (CFACT) at the Agency for Healthcare Research and Quality (AHRQ). Having been at AHRQ since 2001, she is a senior member of the Healthcare Cost and Utilization Project (HCUP) team and the AHRQ COVID-19 National Nursing Home Network project, and provides technical assistance to policymakers and analysts both within and outside of the Federal government. She previously served as the scientific director of the AHRQ Quality Indicators (QIs). Dr. Owens has conducted research on a wide variety of health care issues. Her publications include studies on the variation in hospital and emergency department utilization, quality measurement, and outcomes of care related to COVID-19 and other public health emergencies, behavioral health, maternal health, and social determinants of health. After practicing as an occupational therapist for a number of years, Dr. Owens received a Ph.D. in epidemiology and health policy from Yale University and completed a post-doctoral fellowship at Johns Hopkins Bloomberg School of Public Health.
