Ryan Mutter, Ph.D. is a principal analyst in the Health, Retirement, and Long-Term Analysis Division (HRLD) of the Congressional Budget Office (CBO). Prior to working at CBO, Dr. Mutter led the Health Economics and Financing Team (HEFT) at the Substance Abuse and Mental Health Services Administration (SAMHSA). He has over 75 peer-reviewed publications on topics related to behavioral health, emergency medicine, and hospital markets. He received his BA in economics from the College of William and Mary and his PhD in public policy from the University of Maryland, Baltimore County.
