Roshani (Rosh) Dahal (she/her/hers) is currently pursuing a PhD in Health Services Research, Policy, and Administration with a focus on Clinical Outcomes Research at the University of Minnesota School of Public Health. She is studying dual eligibility and colon cancer for her dissertation. Her research interests spans several critical areas including public insurance (Medicare and Medicaid), SEER-Medicare data, cancer treatment and survivorship, health care quality, health outcomes, health policy, health disparities, and access and barriers to care for low-income populations.


For almost a decade, Rosh has gained valuable knowledge and expertise working at a state agency (Minnesota Department of Human Services). In her role as a Senior Healthcare Quality Analyst in the division of Healthcare Research and Quality, she works as part of a team to review Medicaid managed care organizations (MCO) performance and accountability through quality improvement initiatives, work plans and program evaluations. She is responsible for calculating managed care quality withhold payments and using standard health care quality measures for Medicaid enrollees. In her role at the Continuing Care for Older Adults division, she conducted and managed evaluations to ensure the quality and sustainability of Minnesota’s Disability and Aging Waiver programs. Her work also focused on advancing health equity, measuring equity, and engaging with the community through participatory-based research techniques. Prior to that, she worked as a research coordinator at Center for Gerontology and Healthcare Research (Brown University) on nursing home quality and end-of-life care. Her diverse experience in both research and practical policy applications underscores her ability to bridge the gap between data-driven research and effective health care solutions.


Rosh earned a Bachelor of Science (BS) in Biochemistry and Genetics and an M.P.H. in Environmental Infectious Disease from University of Minnesota.
