This project is funded as part of the Robert Wood Johnson Foundation’s “Research in Transforming Health and Health Care Systems” program, which seeks to build the evidence base on the potential effects of policies or policy changes intended to transform health and health care systems. The goal of the project is to help state Medicaid agencies understand how managed care organizations respond to contracting requirements regarding social determinants of health and health equity (SDOH-E), and to help inform federal policy to enhance funding for SDOH-E investments. The researchers will examine the response of Oregon’s Coordinated Care Organizations (CCOs) to new state contracting requirement regarding SDOH-E. At the outset of the project, the researchers will review documents including CCO contracts and administrative rules to gain a detailed understanding of Oregon’s new contracting mechanisms and CCOs’ plans to meet new requirements. They will code the text, identify content areas and themes, and organize the information into a data extraction table that presents findings by CCO. The researchers will then conduct interviews with informants from all 19 CCOs awarded contracts and with representatives of community-based organizations for each CCO. Finally, the researchers will conduct a case study of one CCO, informed by site visits and interviews. Deliverables will include a project work plan and annual narrative and financial reports. The grantee will also produce paper(s) suitable for publication and present findings at national research meetings and to other stakeholder audiences as appropriate, including policymakers at the federal, state, and local levels, as part of the deliverables for this grant.
